Insert Article Z. Amend Zoning Bylaw to Add Pre-Order Pick-up Window Zoning Overlay District to the 2025 Annual Town Meeting warrant, as presented in the supplemental packet of January 21, 2025
T. Fay moved, seconded by D. Levine to insert Article Z. Amend Zoning Bylaw to Add Pre-Order Pick-up Window Zoning Overlay District to the 2025 Annual Town Meeting warrant, as presented in the supplemental packet of January 21, 2025. In discussion, the Board discussed the language revisions with the Town Manager and the definitions adopted from Sturbridge, Massachusetts, which had been reviewed by Town Counsel. W. Whitney expressed concern with the pace of the revisions and was undecided on the matter. W. Whitney would feel more comfortable if the Planning Board and not the Economic Development Committee were responsible for writing zoning. T. Fay noted that the Planning Board had been overwhelmed with its statutory obligations for many years. T. Fay added his support for moving the initiative forward, whereas Town Counsel had reviewed the article, whereas Wayland was not the first community to pursue this type of zoning, and whereas the Board had committed to the goal of improving Route 20 in the near term. A. Brensley noted that there has been significant public support for economic development and it was the Board's duty to act. C. Martin noted that the Board would still need a report from the Planning Board.
