On motion of Clerk Gallivan, seconded by Board member Barrett, voted that the Select Board direct the Town Administrator to formally communicate to the Massachusetts Department of Conservation and Recreation (DCR) that the Board supports pursuing the repair of the dam at Bird Pond, including the installation of spillway control devices. These devices would enable regulated water releases, allowing pond levels to be proactively lowered in advance of high-hazard storm events. Further: That the Town Administrator convey the Board’s rationale for this position, which reflects a comprehensive evaluation of environmental, public safety, and community values. The factors considered by the Board include, but are not limited to, the following: 1. Preservation of Recreation and Aesthetics • The dam repair will allow Bird Pond to remain a valued recreational and environmental asset for Walpole residents. • The pond is regularly enjoyed by residents, visitors, and individuals accessing the adjacent conservation land via Mansion Drive. • Maintaining the pond preserves scenic views and the established character of the surrounding neighborhood. • It is the Board’s wish to ensure that connectivity is maintained in and around the dam area, so that residents can continue to access and enjoy the space for passive recreation and trail use 2. Protection of Established Ecosystems • Bird Pond supports a mature aquatic and wetland ecosystem. • Significant alteration of water levels or removal of the spillway could disrupt fish, amphibians, birds, and other wildlife dependent on the current habitat. 3. Neighborhood Stability and Property Values • Maintaining the pond helps support property values for nearby homes that benefit from their proximity to a water feature. • Abrupt or major landscape changes could adversely impact neighborhood character and desirability. 4. Flood Risk Reduction • Repairing the dam reduces the risk of structural failure and downstream flooding. • A properly maintained dam with spillway controls provides meaningful flood mitigation benefits. 5. Minimization of Community Disruption • This approach avoids abrupt changes to recreational uses and landscape aesthetics. • It ensures continuity with the area’s long-standing use and identity. 6. Historical and Cultural Significance • The dam and pond may hold cultural, historical, and sentimental value to long-term …
