Councilor Ewen-Campen commended the city for the beautiful new Prospect Hill Park, but said that the lighting is very bright. Councilor Scott said that inappropriately bright and blue lighting continues to be a problem, and he said a resident who is a lighting expert has urged adoption of an ordinance to restrict the light tones that can be used. Report of the Committee on Land Use, meeting on September 1, 2020. Councilor Ewen-Campen said the Committee focused on a proposed affordable housing overlay district. A panel of housing developers addressed the Committee about affordable housing development in the city. The panel’s consensus was that 100% affordable projects should be made “by-right.” Otherwise as much clarity as possible is needed so projects are not easily appealable. They said requirements for site plan review, to mitigate site- specific issues, could ensure high-quality construction. Current market funding prefers projects in the 25-50 unit range in a 7-story building, but 7- story buildings aren’t allowed in any district in the city. They said ground floor retail is also an issue.

By City Councilor Ballantyne That the Director of Finance share financial updates for YTD revenues and expenditures for all Covid-related line items. Councilor Ballantyne sponsored Finance Director Ed Bean, who briefly reported on Covid-19 related finances. Mr. Bean said that not much has changed since July. The State passed an interim budget, but the Federal government has not committed any fiscal relief. He said the city is waiting for DOR to determine the city’s property valuations and new growth. Projected revenues will become clearer in the next few months. The city has access to CARES Act money, and the biggest expense for reimbursement will be the cost of reopening schools. He noted that the city will soon issue bonds for the High School project, and current low interest rates will be beneficial.

By City Councilor Clingan, Niedergang, White Jr., Rossetti, Ballantyne, Davis, Scott That the Director of Inspectional Services appear before the Committee on Public Utilities and Public Works to discuss ensuring that all conditions of a special permit are met prior to the final signoff by the Inspectional Services Department and the issuance of a certificate of occupancy. Councilor Clingan commented on how developers run roughshod over neighborhoods when they develop properties. There is little follow-up or enforcement by the city. He said that while ISD is overtaxed, residents want developers to be reined in. The conditions on a Planning Board or Zoning Board decision need to be enforced. He said the Public Utilities and Public Works Committee would hold a public hearing on these matters on September 30. Councilor Niedergang urged attendance at this public hearing.

Public Event License, Oak St Block Party to design and paint a Black Lives Matter banner between Prospect and Bolton Sts, Sept. 27, 1pm-5pm. Councilor Scott moved to approve this item, as a resident had his house sprayed with racist graffiti, and the neighborhood wants to paint a Black Lives Matter mural on the street. Councilor Davis expressed concern that there is a ban on public events in the city. He said he supports Black Lives Matter, but this event isn’t consistent with city policy. Legislative Liaison Khushbu Webber said the Mayor supports the application, saying it is not a large public event. Councilor Rossetti said that this was establishing a precedent, and supported Councilor Davis’ position. Councilor Mbah supported the item. Councilor Davis said the next application will be to paint “Let's Go Trump” on the street and there will be no basis to deny it. Councilor Scott said these matters are in the Council’s purview. Councilor Ewen-Campen said it would be discussed at Monday’s Public Health and Safety Committee meeting.
