Make all 3 appointments to the Conservation Commission as read by the Assistant Town Administrator
Motion: Move to make all 3 appointments to the Conservation Commission as read by the Assistant Town Administrator. Moved: Paul DeRensis Second: Jeffrey Waldron Discussion: George Morrill stated that we have received a complaint against Cindy Ostrowski by a resident and for that reason will not vote to appoint her to the Conservation Commission and we should not automatically appointment people when we get complaints, we also had another complaint that was lodged last week as well until we investigate exactly what went on. Eric Johnson stated that he had seen that complaint and also, unfortunate. Eric asked George if you would consider a one-year appointment for that individual. George Morrill stated that he is not voting for any of the Conservation Commission appointments before the Board tonight. Jeffrey Waldron stated that he has no documentation not to vote. Eric Johnson stated he would like to see a one year and to look into concerns. Marian Neutra asked about a process that should be in place and due process until we hear the full story and hear both sides, the Conservation Commission has a very difficult job. Eric Johnson stated that the process is stated in the Personnel Plan if we were to hold a hearing. Neil Kessler stated if complaints are coming in it would be helpful if they were notified and as a Commission there is always room for improvement. He is happy to have the correct process play out with the individual who is involved so that person could have the opportunity to present her side. Eric stated that there are two different things being discussed if the issue was happening during midterm of someone's appointment, then there is a process in the Personnel Plan to follow. If someone's term has come to an end there is nothing that says the Board needs to reappoint that person. George, agrees with Neil that we should hold a hearing so that the Board can hear both sides and agrees that the Board should go ahead with the appointments but also feels that when we received complaints against a Board or Committee member that an investigation should be conducted and then a hearing held so both sides can be heard. Paul DeRensis stated that he also looked into the incident and is satisfied that the appointment should go forward at this point in time and it doesn't mean that further review shouldn't occur, but the question before us is to reappoint someone who has served the Conservation Commission put in a lot of unpaid time, remember you are innocent until proven guilty.
