To appoint John Kokoroyannis to the community member position on the Senior Center Renovation Committee with the remaining candidates welcome to attend meetings as all meetings are open to the public. Ms. Riley said she would hope that the remaining candidates would give sincere consideration to applying to serve as an Associate Member on the Council on Aging or as a founding member of the proposed Friends group for the Raynham Senior Center. Mr. Pacheco seconded for discussion. Mr. Pacheco agreed with Ms. Riley's perspective and said he would fully support the appointment of Mr. Kokoroyannis. He stated that in no way would he like this to be discouraging to any of the other candidates. He commented that all applicants are immensely qualified and similar to what Ms. Riley said, there was one candidate who fit what he was looking for, which is a background in construction and business development. Mr. Kokoroyannis also may have delineated himself from the remaining few in that he has previously served on town boards. Not only does he bring the construction perspective, but he also brings the understanding of how government works with the flow of processes and procedures. Mr. Pacheco said he would enthusiastically second the motion. Mr. Schiavo agreed with fellow members that all candidates are qualified and would contribute. He stated, however, that his perspective is that the Renovation Committee is already steep in engineering talent and engineering is something that is built into the renovation project. He said that what he was looking for was somebody who has interacted with seniors and who can bring that experience into the planning process and into the engineering technical aspect. Mr. Schiavo said his choice would have been Sean Noel, but he will make it unanimous in the decision to appoint Mr. Kokoroyannis

To accept the recommendations from the Collins Center, which is to advertise the position of the Health Director in early January and to support a salary range of $85,000-$90,000. She said that if the Board is going to continue with the Collins Center, then they should really take into consideration their recommendations. She is hoping that this will yield a full-time Health Director rather than having to regionalize the department. She pointed out that for a town of Raynham's size, there are an exceptionally large number of food establishments and with the addition of the Animal Control component, “We have more than enough for a full-time office, fully staffed,” she said. Mr. Pacheco seconded the motion for discussion. He asked for an amendment to the motion to add DOQ (Depending on Qualifications) to the salary range. Mr. Pacheco said he agreed with Ms. Riley as he researched and found that Holbrook recently posted for the same position within the same salary range. He said, “If we are competing that close geographically, we need to go to that point.” Ms. Riley agreed to the amendment for the addition of DOQ. Mr. Schiavo stated that there was a question on the Collins Center's recommendation regarding the number of hours for the position per week. The current number of hours per week is 33.5. Last week he asked the Town Administrator to communicate with the Interim Health Director for input as to the number of hours he thought would be necessary for a full-time position. Mr. Barnes stated that he briefly touched upon the question with him, and Mr. Perry did not have any concrete view on the topic. Mr. Schiavo asked Mr. Pacheco how many hours the Holbrook position included. He replied that it was advertised for 35 hours per week, but he noted that the Collins Center had mentioned the possible increase in hours as justification for the salary increase. He stated, “The Board is accepting the recommendation for the salary range. If hours are increased and we are paying the individual the same amount, then we are paying that person less.” Mr. Pacheco further explained that the 33.5 hours per week is the standard established hours based on the Town hall hours of operation, but it is not uncommon for employees to work in excess of the established hours to get the job done. He explained that, accordingly, he would not support setting a precedent by increasing the hours. Human Resources Coordinator Kelly Usher indicated that she agreed with the hours remaining at 33.5 hours per week. Mr. Schiavo said he believes that the Board should consider the workload and if the Town is competing with a similar Town at 35 hours, then the hours should be increased. He suggested an amendment to the motion to advertise the position at 35 hours per week. Ms. Riley pointed out that “Once an individual is in the position, if they feel more hours are needed, they could come to us at that point.” Mr. Schiavo said he feels that everything should be put up front when advertising this position. Mr. Pacheco said he is hopeful that the Town would be able to attract an employee who will put in the hours necessary to complete the job
