To reinstate the policy whereby approval by the Board or Town Administrator is required to contact any of the Town's legal advisors - Town Counsel, Labor Counsel or, in a rare circumstance, Special Counsel. For clarity, Mr. Schiavo asked that any contact with legal counsel should come through the Board and/or Town Administrator in the Board's absence. Mr. Pacheco said, “An example would be the Board's summer schedule where it is not practical to make someone wait two weeks and there are emergency situations that need attention. If the Board is able to, the Board would approve. If the Board is not able to approve due to posting of the agenda or scheduling of the Board's meeting, and the Town Administrator deems it appropriate, he should be able to approve, followed by notification to the Board.” Ms. Riley seconded for discussion and asked that it be put in writing by the Town Administrator for review by the Board so that everyone is on the same page. She also noted that if the request comes from a Department Head, it might not be appropriate for it to come before the Board, but rather the Town Administrator could authorize and give approval in that situation as long as notification was then given to the Board. Ms. Riley offered that as an amendment. Mr. Pacheco seconded the amendment
