Adding another Member-At-Large, to the Committee and nominate Emily Miller and Rick Cianfaglione

Minutes, page 5

AppointPassed · 4–1

To adding another Member-At-Large, to the Committee and nominate Emily Miller and Rick Cianfaglione

Yes: Galligan, Herman, Mathison, ReedNo: Runyon

From the minutes

“Mr. Herman made the motion to adding another Member-At-Large, to the Committee and nominate Emily Miller and Rick Cianfaglione. Ms. Shaw seconded the motion for discussion purposes. Discussion: Discussion followed regarding the proposed expansion of the Fire-Rescue Building Committee and the potential appointment of both Mr. Cianfaglione and Ms. Miller to additional at-large positions on the Committee. It was noted that the proposed motion would increase the Committee membership to nine voting members. Mr. Herman stated that the proposal reflected the Board's desire to bring additional expertise and perspectives to the Committee and acknowledged that the Board was considering an exception to its usual committee policies because of the unusually strong applicant pool. Mr. Mathison stated that he had originally preferred a smaller committee structure but acknowledged that the applicants had presented exceptional qualifications and community interest. He further noted that all interested residents would continue to be encouraged to participate in the process, regardless of formal voting membership on the Committee. Ms. Shaw Reed stated that she supported broader representation on the Committee, particularly representation from community stakeholders and younger working families who would be directly impacted by the project. She expressed support for Ms. Miller's perspective and community engagement background while also noting the value of Mr. Cianfaglione's technical construction expertise. Chair Galligan similarly expressed support for both applicants, citing Ms. Miller's broad community-oriented approach and Mr. Cianfaglione's substantial project management and construction experience. Mr. Herman discussed the importance of balancing both technical and community representation on the Committee. He stated that while the Committee's charge was primarily technical in nature, the project would significantly impact multiple segments of the community, including Orleans Elementary School families and working residents. Mr. Herman further emphasized the importance of financial oversight and cost management throughout the project process and stated that Mr. Cianfaglione's experience in construction scheduling and cost management could provide valuable expertise in those areas. He also noted that a broadly representative Committee structure could assist the Town in building community understanding and support for the project as it progressed toward eventual Town Meeting consideration. Mr. Mathison stated that he remained uncertain regarding the proposed appointments and indicated that he was more comfortable with expanding the Committee than with selecting the specific applicants under consideration. He stated that he believed the school community already had representation on the Committee and referenced another applicant, Lynn Bruneau, as someone who could also provide financial and municipal finance expertise. Mr. Mathison requested consideration of separating the motion regarding Committee expansion from the selection of the ; individual appointees. Discussion then occurred regarding parliamentary procedure and the pending motion. Chair Galligan noted that a motion was already before the Board and asked whether any amendment to the motion was being proposed. No amendment was offered, and Chair Galligan stated that the Board would proceed to a vote on the pending motion to increase the at-large membership of the Fire-Rescue Building Committee and appoint Mr. Cianfaglione and Ms. Miller to those positions. Prior to the vote, Mr. Mathison requested clarification regarding project oversight and asked whether the Town would retain an Owner's Project Manager for the project. It was confirmed that the Town anticipated utilizing both an Owner's Project Manager and a design team to represent the Town's interests throughout the project process. Chair Galligan also reiterated that the project would proceed under a tight timeline. Motion passed. Ms. Shaw Reed, Mr. Galligan, Mr. Herman and Mr. Mathison all voting AYE. Mr. Runyon voting NAY. 4-1-0..” (Motion: Herman)
