From the minutes

“Mr. Zoll moved to approve place a Ballot Question on the November 5, 2024 Election Ballot, as follows: Shall the Town of Milton be allowed to exempt from the provisions of proposition two and one-half, so-called, the amounts required to pay for the bond issued in order to design, construct, and equip a new Middle School, with or without Pre-Kindergarten?" The motion was seconded by Ms. Bradley. Chair Wells stated the motion was outside the scope of the Select Board's responsibility. The School Committee voted to approve the recommendation from the School Building Committee, and it should not be altered. Mr. Zoll requested Town Counsel's feedback. Town Counsel was not present. Mr. Milano, the Town Administrator, noted that Town Counsel is available if needed. Mr. Milano provided clarification with regard to the motion. There is no dollar value included in a debt exclusion ballot question. If the Select Board wanted to initiate a change they could remove "with or without Pre-Kindergarten." Mr. Zoll, Ms. Bradley and Chair Wells continued to debate the proposed motion and protocol. At 8:43PM, Mr. Zoll stated that he was leaving the meeting under protest. Ms. Bradley requested that the Board move forward and vote on the motion offered by Mr. Zoll. The Board voted by roll call (2-3). The motion failed. BRADLEY: YES KEOHANE NO: MUSTO: NO ZOLL: YES WELLS: NO.” (Motion: Zoll, second: Bradley)
