Appoint a Charter Review Committee and to make a recommendation to the Select Board through February 16, 2026
To appoint a Charter Review Committee and to make a recommendation to the Select Board through February 16, 2026
“Select Board Member B. Giovanoni moved that the Select Board appoint a Charter Review Committee through February 16, 2026. Select Board Member T. Farley seconded. L. Andrews, resident, commended the Select Board for not imposing a time limit for public comment. Felt a water board would only meet at least once a month. A commission would be a managerial disaster for the town. Broke down hierarchy of the town management. Disagrees with having water commission. Thanked the Select Board for doing a great job. R. Oakley spoke about letter from town counsel and recommendation process. Select Board Member B Giovanoni explained this was the first step. Town Manager J. McGrail confirmed. Oakley supports it. M. Phillips, 95 Old Center St., took exception as he is member of the Finance Committee and took offense that Andrews referenced that all other boards or committees in town are irrelevant. Wants to know why the Select Board does not want a water commission. Select Board Member B. Giovanoni stated the Select Board's goal is to have zero PFAS detection and spoke to the Mizares plan. Phillips commented how the Select Board is also the Board of Health and Rent Board and asked why the Select Board does not welcome a Water Commission. Select Board Member T. Farley stated that she didn't hear one person say they were against it. She heard don't move so quickly. Town Manager J. McGrail stated a major concern is not screwing up what we have in place and the team we have now. Reporting structure is a huge component of this. D. Fay, 8309 Oak Point Drive asked that to create a special charter review committee, will that enable that committee that can open doors and get the research to make a decision. It doesn't rush something through. It's still moving forward. R. Oakley asked who is appointing authority for a Charter Review Committee. Select Board Member B. Giovanoni clarified that it will be the Select Board. Town Manager J. McGrail stated if motion passes, please send interest letters to the Town Manager to get this up and running. The Board voted unanimously to appoint a Charter Review Committee and to make a recommendation to the Select Board through February 16, 2026..” (Motion: Giovanoni, second: Farley)
