Accept the resignation of Sarah Thornbrugh with a letter of regret and appreciation

Minutes, page 11

AppointPassed · Unanimous, 4 present

To accept the resignation of Sarah Thornbrugh with a letter of regret and appreciation

From the minutes

“Motion made by Selectman Weeden to accept the resignation of Sarah Thornbrugh with a letter of regret and appreciation. Motion seconded by Selectman Cotton. During Board discussion, Selectman Weeden stated that Thornbrugh raised important issues and noted that Conservation Commission meetings can be lengthy, challenging, and, at times, contentious due to the nature of the work and regulatory responsibilities involved. Selectman Weeden stated that environmental issues are compounded by broader natural and climate-related challenges and expressed appreciation for the passion and knowledge Thornbrugh brought to the Commission. He added that the Town would be losing a highly qualified individual through her resignation. Selectwoman Kelley-Wilson expressed appreciation for the transparency and willingness of individuals to share their experiences while serving on boards and committees. She questioned whether there may be broader concerns regarding board dynamics and conflict resolution processes and asked whether additional support, procedures, or checks and balances could be implemented to better support volunteers serving on Town boards. Selectwoman Kelley-Wilson stated that losing qualified volunteers represents a loss for the Town and suggested exploring additional ways to encourage and retain participation. Town Manager Rodney Collins agreed that the resignation of a qualified and experienced member represented a substantial loss for the Town. Collins emphasized that the Board has a responsibility to conduct due diligence when appointing members to regulatory boards, noting that such boards carry significant responsibilities. He stated that Board members must balance three primary considerations: legal parameters, policy-making responsibilities related to Town policies and bylaws, and the implementation of those duties at the board level. Chair Colombo-Wyman stated that it may be beneficial to involve legal counsel and explore additional professional development and training opportunities for board and committee members. Selectman Weeden referenced prior collaborative training programs and discussed the value of professional development opportunities for board members, including training focused on decision-making, regulatory responsibilities, bylaw implementation, and creating defensible decisions. He stated that continued professional training could help ensure that regulatory changes and bylaws are consistently implemented at both the board and departmental levels. Town Manager Rodney Collins agreed that professional development would be valuable for both current and incoming members and suggested that training opportunities could be made available to boards, committees, and councils throughout Town government. He also suggested that training could be recorded and made accessible for future reference and onboarding purposes. Town Manager Rodney Collins noted that there are numerous professional resources and trainers available that could assist the Town in these e?orts. Selectwoman Kelley-Wilson discussed the importance of maintaining decorum and professionalism while respecting di?ering opinions among board and committee members. Town Manager Rodney Collins reminded the Board that formal procedures already exist if removal of a board member ever becomes necessary. Chair Wyman-Colombo suggested beginning discussions with legal counsel and investigating additional professional development resources aimed at maintaining civil and collaborative board environments. She further suggested that the Select Board could consider requiring completion of approved training programs within a specified timeframe for appointed board and committee members. Vote: 4-0 Unanimous Roll Call Vote Selectwoman Wyman-Colombo-yes Selectman Weeden-yes Selectman Cotton-yes Selectwoman Kelley-Wilson-yes.” (Motion: Weeden, second: Cotton)
