Appoint Michael LaSelva as Fire Chief for the Town of Marshfield pending the completion of the background check and successful negotiation of the contract by the Town Administrator and Town Counsel

Minutes, page 3

AppointPassed · 2–1

To appoint Michael LaSelva as Fire Chief for the Town of Marshfield pending the completion of the background check and successful negotiation of the contract by the Town Administrator and Town Counsel. Eric Kelley asked if there would be a discussion prior to the vote. Stephen Darcy said that the Screening Committee did a great job forwarding two candidates for the Select Board to consider. Mr. Darcy said that the Board has had the benefit of seeing Michael LaSelva as Interim Chief and he has shown that he can face challenges head on and has demonstrated great leadership. Mr. Darcy added that hiring from within is good for the morale of the Fire Department as a whole, since it will allow for promotion of other department members. Eric Kelley thanked both candidates for coming in and asked about the two candidates who were not put forward by the Screening Committee. John Clifford, Labor Counsel and member of the Screening Committee, said that when people apply at the screening stage it is confidential so he cannot give too much information, but one of the things the Screening Committee carefully considered was whether or not the candidates come from a department that runs like Marshfield. Mr. Clifford said that some of the candidates did not have experience overseeing full emergency medical advanced life support services. Eric Kelley asked who put the Fire Chief job description together. Michael Maresco said that is done by Human Resources. Eric Kelley asked how the job was ad

Eric Kelley asked who put the Fire Chief job description together. Michael Maresco said that is done by Human Resources. Eric Kelley asked how the job was advertised. Michael Maresco said that it was on the Town's website and social media. John Clifford said that it was also advertised very broadly through the Fire Chiefs Association of Massachusetts and other outlets. Eric Kelley said that he just received the Screening Committee's Executive Session minutes that have not yet been approved and noted that it would have been helpful to get all of the material earlier. Eric Kelley said that both Mr. Gassiraro and Mr. LaSelva are good candidates but it is unfortunate that we did not have more candidates to consider. Mr. Kelley said he likes Michael LaSelva but does not feel that he is ready to be chief. Mr. Kelley said that he has concerns about both candidates, but Mr. LaSelva's residency is the biggest concern for him. Lynne Fidler said that we need to make our Fire Department whole and we cannot do that without someone in charge. Ms. Fidler said that we can hire from within or from another community and she is convinced that Chief LaSelva will work as a team player and noted that he knows the geography of Marshfield. Ms. Fidler said that she whole heartedly thinks appointment Michael LaSelva is the best move for the Fire Department and called for a vote on the motion on the table. The vote was 2:1. Roll Call Vote: Ms. Fidler – aye; Mr. Darcy – aye; Mr. Kelley – nay..” (Motion: Fidler, second: Darcy)
