Refer — A petition from National Grid requesting permission to install underground facilities on Charlton Street and Broadway in a northeasterly direction
2. C0083-26 Public Hearing/s/ Councilor Stephanie V. Smith, as President A petition from National Grid requesting permission to install underground facilities on Charlton Street and Broadway in a northeasterly direction. This includes approximately 3,500 feet of concrete encased conduit, 10 manholes and miscellaneous underground equipment. Chen explained this is the same project supporting the residential building, specifically the underground piece along Broadway. The overhead pieces discussed previously were along Second Street. Councilor Pietrantonio asked about the location, and Chen confirmed it goes from Beecham Street up to Second Street. Pietrantonio expressed concern that Broadway was just repaved the previous year and questioned how long the plans had been in place. Chen estimated probably longer than a year but was not certain. Pietrantonio objected to single lane restoration, stating that after just repaving Broadway, they must restore curb to curb, not single lane. Motion to send to Committee on Government Affairs. MOTION: Refer MOVER: Peter Pietrantonio SECONDER: Katy Rogers RESULT: Passed [0 TO 0] AYES: NAYS: AWAY:

26. C0088-26 Order/s/ Councilor Stephanie V. Smith, as President An order requesting the confirmation of the appointment of Samuel W. Fern to the City of Everett Licensing Commission for a term not to exceed six (6) years, commencing on April 6, 2026 and ending on April 6, 2032 Items 26 and 27 were taken collectively and out of order. Councilor Pietrantonio asked whether these are positions where people left or open positions. The clerk explained one is replacing somebody with an expired term and the other is replacing someone who is deceased. Councilor Martins stated this commission is very important to her as it relates to economic development. She asked about his vision for businesses, hours of operation, and how businesses should operate. Mr. Fern, who represents several successful restaurants that serve liquor, stated the key is to be affordable, reasonable, attractive, and inviting. He noted some bars in his neighborhood have blacked-out windows and aren't welcoming. He mentioned open-air dining, Momo on Main Street's success, and allowing live music like someone with a guitar or small duos. Councilor Martins expressed appreciation for his perspective, noting the issue has been over- enforcement without understanding what it takes to support business growth while keeping neighborhoods and clients safe. Councilor Matewsky stated Mr. Fern would be a great fit for the liquor board. Favorable action on items 26 and 27 (appointments of Samuel Fern and Antonio Cornelio). MOTI
