7. C0007-26 Ordinance/s/ Councilor Katy L. Rogers, Councilor Vivian Nguyen, Councilor Stephanie Martins An ordinance amending Section 37 (Everett Docklands Innovation District ("EDID")) of the city's Zoning Ordinance to add data centers to the prohibited uses portion of the section's use category table Councilor Rogers made a motion to change the language from "recommending the amendment" to amend, seconded by Councilor Martins. The motion passed. Councilor Rogers explained that this came to her attention after it was before the planning board that there was language that included data centers. She stated her understanding is that they use astronomical amounts of water, electricity, and create noise, which can be detrimental to the quality of life in Everett, so the city needs to be extremely cautious before allowing data centers to proceed. Per procedure, this must first be referred to the planning board. Councilor Martins spoke on the motion, recalling when council members were taken on a tour of the site by the Davis Companies. She stated she clearly remembers telling a representative that they did a great job in Somerville and not to businesses that will blight our community. Motion was made to add councilor Martins and Nguyen as co-sponsors. Item was referred to the Planning Board in accordance with statute. MOTION: Refer MOVER: Katy Rogers SECONDER: Anthony DiPierro RESULT: Passed [0 TO 0] AYES: NAYS: AWAY:

11. C0014-26 Resolution/s/ Councilor Michael K. Marchese A resolution requesting that the Kraft Group consider partnering with the city to make the payments on any funds borrowed to renovate the former Pope John High School and, in turn, the city would rename the renovated building after the Krafts He clarified he didn't say they have to name it after Bob Kraft, but noted that men's and women's clubs throughout the state with the Kraft name on donations seem to be fine. He argued that if the Krafts give 25 to 50 million to renovate a school, that's preferable to borrowing money and charging another $5,000,000 a year. He stated he doesn't care what name they put on it as long as they give the money to take and build the school. Council President Smith asked for his pleasure on the item. Councilor Marchese moved to refer to the mayor's office and the Kraft Group. MOTION: Refer MOVER: Michael Marchese SECONDER: | Holly Garcia RESULT: Passed [0 TO 0] AYES: NAYS: AWAY:

14. C0017-26 Resolution/s/ Councilor Stephanie Martins, Councilor Guerline Alcy Jabouin That the administration revise the process for disbursement ARPA funds to businesses to award businesses that were deliberately disqualified Councilor Martins explained that the council had a few months of fighting with this issue, and some businesses in Everett that were certainly hit by COVID were disqualified, perhaps due to personal preferences. She argued that if they are in the city of Everett, they should have received funds just like businesses that weren't even open during COVID that received funds. She moved to refer this item to the administration so they can revise the process and hopefully award the businesses that were left out, either deliberately or due to lack of communication, so all of them can take advantage of this program.
