Van Campen That the Administration provide the City Council with copies of any lease, rental or operating agreements in effect at the former Everett High School by and between the City of Everett and the Broadway Boxing Club, and the City of Everett and the Elliot Family Resource Center A motion was made by President Van Campen and seconded by Councilor Smith to suspend the rules and take items 20-21 collectively, which passed unanimously. Van Campen thanked the administration for providing lease documents for the former high school and Pope John properties. He expressed concern about allowing uses in a public building without formalized lease agreements, which he believes are required by state law. The Elliot Family Resource Center lease seems to have expired and is on a month-to-month basis, which he doesn't think can continue indefinitely without renewal or renegotiation. He will follow up with the City Solicitor. MOTION: Refer Back to Sponsor(s) MOVER: Robert Van Campen SECONDER: _ Holly Garcia RESULT: Passed [0 TO 0] AYES: NAYS: AWAY:

21. C0336-24 Resolution/s/ Councilor Robert J. Van Campen, Councilor Holly D. Garcia That the Administration provide the City Council with an update on its ongoing efforts to reclaim the former Everett High School for expanded school purposes, including the relocation of certain other non-educational uses within the facility, and the reuse and redevelopment of the former Pope John property Council President Van Campen clarified his vote against the $72 million appropriation for the former high school was due to constituent concerns about too many uses planned for the building if a 7th-8th grade academy is included, not opposition to keeping the Elliot Center or Broadway Boxing Club in the facility. A letter from the Mayor indicated the Mount Vernon Group is studying space to keep those uses in the building. Van Campen said re-appropriating the funds while those uses remain will be a hard sell. Councilor Garcia said residents reached out with safety concerns about the building being like "Grand Central Station." They want to know the plans for Pope John and the old high school with two available buildings. 26. C0353-24 Resolution/s/ Councilor Robert J. Van Campen & the Entire Membership of the City Council In the interest of greater transparency, that the resumes and any other materials reviewed in connection with an applicant presented by the Administration for consideration and appointment by the City Council, be provided as part of the agenda item submission President Van Campen said the intent of the item is obvious and he imagines all councilors would want to see applicant resumes and materials when considering appointments. He moved to include the entire Council as cosponsors unless there were objections, which passed. Councilor Smith noted a previous attempt to do this was rejected by the City Solicitor due to personal information in resumes, which is why they are provided in councilor mailboxes instead of agenda packets. But she was willing to try again. Van Campen said to the extent allowed by law, having resumes and information to review appointee qualifications would be helpful, noting a recent Conservation Commission appointee did submit a resume that became public record. He moved to refer the item to the administration in the hope it can be implemented, as the community likes to see the backgrounds of appointees to various boards and positions. Van Campen, Councilor Peter Pietrantonio, Councilor Guerline Alcy Jabouin & the Entire Membership of the City Council That the Administration take immediate steps to improve the senior meals program, including potentially terminating the current contract and engaging a new vendor. President Van Campen said this may be another item to include the full Council as sponsors and moved to amend it as such, which passed. He deferred to the original sponsors but said every councilor has likely received complaints or seen photos of the clearly inferior meals compared to what seniors are accustomed to. The city tries to provide top-notch services for seniors but is currently failing in this area as the meals are unappetizing. He wants the administration to find a solution to get back to providing high-quality food. Councilor Pietrantonio said the administration is failing seniors like they are failing schoolchildren. He said there are two good prior vendors that have been used and questioned the need to go to Lynn for the service instead of keeping money in the city. Councilor Alcy Jabouin said cost is always the concern for not using local restaurants, but food is expensive everywhere. With available ARPA funds, money should not be the reason for not hiring local businesses that have provided great meals for seniors. Councilor Matewsky noted the lunch program provides 400-500 meals and recently changed to an out-of-town vendor. He said pe

Councilor Matewsky noted the lunch program provides 400-500 meals and recently changed to an out-of-town vendor. He said people aren't expecting gourmet meals, but the program offers more than just food - the delivery people are sometimes the only daily visitor for isolated seniors. In one case, the "lunch man" potentially saved his brother's life by alerting that he wasn't answering the door and had fallen in his apartment. Matewsky called it one of the best city programs. Matewsky then raised concerns about the Church Street food program at the Armory being discontinued, perhaps due to lack of funds, and reported long lines observed with no one he recognized over multiple weeks. Councilor Garcia recalled a similar situation in 2021 with poor quality sandwiches from another vendor. She suggested opening the contract only to Everett vendors since there has been success with them. Van Campen concluded that immediate action by the administration is needed. A motion was made and seconded to refer the item to the administration for that purpose.
