Recommend Warrant Article #12

Minutes, page 6

ApprovePassed · 4–1

Motion made by Mr. DiRocco to Recommend Warrant Article #12. Motion seconded by Mrs. Kopcinski. Under Discussion: Mrs. Santiago-Hutchings questioned if the stiped amount being lowered would need an amendment on Town Meeting floor? Attorney Deluca discussed change of intent and the stipend amount could still further be amended. Mr. Matt Sheehan appeared before the Board and stated that he requested the change by email to Mr. Garofalo. Mr. Archinski questioned that the reduction in the stipend was not a vote by the Greater Lowell Technical High School Committee it was a request from Dracut's representatives on the School Committee. Mr. Archinski asked who is setting the stipend as Lowell ratified the $5,000 stipend amount? Mr. Archinski asked if the representatives would be receiving two different stipends for the same job or what about the other Communities? Attorney Deluca explained that the stipend has to be approved by a majority of the Member Town's and the majority will rule on the issue. Mr. Archinski discussed local equity and stated that the Dracut School Committee only receives a $2,000 stipend. Mr. Archinski discussed the way the Warrant Article was written and stated that he would not vote for the Warrant Article as written. Mrs. Kopcinski asked how has the other Member Town's voted? Mrs. Vandal explained that they have not all voted yet. Mr. Archinski stated that the goal has been to address monetary Warrant Articles in June and the Town Charter also states June. M
