The Board vote to move forward with the Community Preservation Act grant agreement as provided by Town Counsel, and
“James Plath moved that the Board vote to move forward with the Community Preservation Act grant agreement as provided by Town Counsel, and Paul McCormick seconded. Chris Lambton opened the floor to discussion. Chris Foley, Chair of the Community Preservation Committee approached the podium. He told the Board that Counsel's directive to remove CPC oversight from the contract is conflicting, as the Select Board has appointed CPC to review all expenditures for similar grants in the past. He encouraged the Board to sign the agreement that the CPC and Affordable Housing Trust have proposed, and not the contract drafted by Town Counsel. Henry Kelly, East Dennis, approached the Board. He reiterated Mr. Foleys sentiments and urged the Board to sign the thoroughly vetted CPC contract. James Plath asked Mr. Kelly if he finds it acceptable for the Board to sign the counsel drafted contract with an amendment to grant the CPC monetary oversight, to expediate the release of funds. Mr. Kelly noted he was unsure. Chris Lambton stated the contract should be a coordinated effort between the Select Board and the CPC to ensure funds are used appropriately, and therefore the Board should sign the contract that allows for CPC oversight. Chris Flanagan emphasized the CPC vetting is vigorous and agreed the CPC version should be signed. James Plath disagreed and urged the Board to follow Town Counsels advice. Chris Lambton asked the Board who was in favor of signing the Contract as Town Counsel. Plath aye, McCormick aye, Terrio aye, Lambton aye, Flanagan aye.” (Motion: Plath, second: McCormick)
