“Motion by Select Member Schubert with respect to the grinder pumps in North Cohasset. Request to the Select Board, the Commission recommends that the Select Board adopt the following vote with respect to the closeout of the grinder pump program, WHEREAS, the Cohasset Board of Sewer Commissioners ("Commission") undertook a project in the North Cohasset and Central Cohasset areas to abate water pollution concerns that included the installation of grinder pumps and pressure sewers in individual residences to permit connection of those residences to the Town's sewer system ("Project"); WHEREAS, as was explained to the affected residents ("Residents") at an open meeting followed by a letter from the Commission dated October 22, 2010, the Town would maintain and replace grinder pumps in each residence until the completion of the Project in 2020 provided that each Resident paid a quarterly fee of $125 to cover the cost of maintenance and replacement of the grinder pumps; WHEREAS, by the vote of Cohasset Annual Town Meeting on April 30, 2011, the Select Board was authorized to release easements granted to the Town in connection with the Project upon the recommendation of the Commission; and WHEREAS, the Commission has determined that the Project will be completed on or about December 30, 2020 and recommends the Select Board release such easements related to the Project that are no longer necessary for the operation of the Town's sewer system and, further, convey to each Resident their respective grinder pump and related equipment; NOW, THEREFORE, it is hereby: VOTED, upon completion of the Project, such easements as have been granted to the Town in connection therewith and are no longer required for the proper operation of the Town's sewer system shall be released and conveyed to the current owner of the property subject to the easement; VOTED, upon completion of the Project, grinder pumps, related equipment and service piping installed as part of the Program are deemed to be surplus to the needs of the Town and shall be transferred to the current owner of the property where installed; and VOTED, that the Commission be, and is hereby, authorized to take any and all actions reasonably necessary to accomplish the foregoing including, without limitation, the execution and recording of such releases of easements, bills of sale and conveyance and other documents and actions necessary to effect the close out of the Project.
