Approve the Intermunicipal Agreement Between the Town of Billerica and the Town of Carlisle for the Provision of Municipal Sewer
Barney Arnold made a motion to approve the Intermunicipal Agreement Between the Town of Billerica and the Town of Carlisle for the Provision of Municipal Sewer. The motion was seconded by Nathan Brown. The Board invited Richard Annese, the property owner, to comment regarding the agreement. He commented it would be cost-prohibitive for the potential owner to install a septic system, so they looked into other solutions. As the property is so close to Billerica, they requested an easement to utilize the Billerica sewer system. The Billerica Select Board agreed to the easement. Carlisle must also agree. Town Administrator Ryan McLane clarified the agreement had been vetted through Town Counsel. He also clarified the resident will be billed directly; the Board is simply being asked to approve the municipal agreement to connect. He further clarified this does not set any precedent; any future project would have to come to the Board to be considered individually. It was unanimously voted to approve the Intermunicipal Agreement Between the Town of Billerica and the Town of Carlisle for the Provision of Municipal Sewer.
