BoS Discussion - Housing Authority Appointments, CHA & CAHT Roles/Responsibilities and Path forward Nathan Brown presented copies of a proposed strategy for how the Board of Selectmen should approach to the Carlisle Housing Authority (CHA), appointments to the CHA and the Carlisle Affordable Housing Trust (CAHT) and path going forward. Mr. Brown described the past struggles of CHAT and the CHA to work collaboratively toward providing affordable housing solutions in Carlisle. It is his belief that when there are two groups with similar responsibilities, conflict is likely and inefficiencies are certain. Town Counsel was requested to review the roles of both the CHA and CAHT and to provide a report which clearly outlines where the responsibilities overlap and where they were unique to that board. Town Counsel determined that both boards have the same responsibilities with one exception. The Housing Authority is responsible for managing town owned affordable units. Carlisle does not currently have any such units. Because of the significant overlap in responsibilities, and the lack of Town owned affordable housing units, he has proposed that the Board of Selectmen combine the CAHT and CHA into one board by moving the existing Housing Authority responsibilities to the Trust, officially dissolving the CHA and increasing the size and make-up of the Trust by following the recommended steps below: Step One - Appoint members to the Carlisle Housing Authority who will evaluate this proposal as a possible course of action. If they find it to be appropriate, they would: 1. Transfer ownership of the two leases the CHA currently manages to the CAHT. 2. Declare the CHA is no longer needed and vote to disband 3. At the Spring Town Meeting, Request the Town to vote to disband the CHA. 4. Ifsuccessful, send this vote to the State for approval. Step Two - Offset the loss of the CHA by adding resources to the CAHT and adjusting the CAHT's membership mix to eliminate the majority influence of the Board of Selectmen. If the CHA is disbanded, the BoS would: 1. Change the Trust membership from 7 to 9 with three year terms 2. Change the make-up of the Trust to: (4) Board of Selectmen (his ediminates the BoS from having a controlling interest. Due to the perceived influence, it would be the BoS chair that does not serve on the Trast). (1) Planning Board member (1) Resident from one of the current affordable housing facilities. (3) Citizens at large with an interest in affordable housing. Step Three - Once the leases are transferred to the CAHT, but before new projects are considered, a review of the Benfield project is required. It is critical to learn what went well and what can be improved before taking on additional projects. 'The scope of this review will be a joint effort of the CAHT and the BoS. (If CHA 1s not disbanded, the CAHT and the BoS should request the new CHA to conduct such a review as a requirement to the funding of any new projects.) The scope of the review to be worked out jointly between the CHA, CAHT and BoS Step Four - Work with the Master Planning Committee to determine a mechanism to formalize the inclusion of housing needs as part of the Master Plan and in concert with that, request the CAHT to create a plan based on the priorities identified in the Master Plan. In summary, Mr. Brown does not believe that Carlisle needs both a Housing Authority and a Affordable Housing Trust. He recommends the functions of the CHA be absorbed into the CAHT, increase the size of the CAHT and change its make-up, and ensure they are actively engaged in the planning process. And if the Board agrees with this proposal, he recommends forming a sub committee to further review the proposal and develop a final recommendation and to seek volunteers to serve on the CHA. On the motion made by Kate Reid and seconded by Alan Lewis, it was unanimously VOTED to establish an Affordable Housing Sub-committee to review the proposal as presented this evening by Nathan Brown and make a final recommendation to the Board of Selectmen. On the motion made by Kate Reid and seconded by Alan Lewis, it was unanimously VOTED to appoint Kerry Kissinger from the Carlisle Affordable Housing Trust, Nathan Brown from Board of Selectmen and Maureen Cosgrove-Deery to serve as the Citizen-at-Large. Cemetery Deed #721 On the motion made by Kate Reid and seconded by Kerry Kissinger, it was unanimously VOTED to transfer land in the public burial ground to Robert and Phyllis Clarke (174 Robbins Drive) at Green Cemetery Lot D-109, Graves1, and 2. Cemetery Deed #722 On the motion made by Kate Reid and seconded by Alan Lewis, it was unanimously VOTED to transfer land in the public burial ground to William and Beverly Barton (131 Woodridge Rd) at Green Cemetery Lot D-115, Graves1, and 2. Joint BoS/Board of Health Appointment - To Fill Board of Health Vacancy This agenda item has been cancelled at the request of the Board of Health. Town Administrator's Report: 1-The Municipal Facilities Committee wishes to know if the Selectmen support a new fueling facility to replace the one at the Fire Station or if a consolidated facility at the DPW is possible and to instruct all departments presently storing records and/or equipment at the DPW to attempt to find alternate means of storage. 2- Governor Baker has announced an additional $50K in Chapter 90 funding for FY19 for a total of $303,428. The Finance Committee's current recommendation for funding the design portion of any Complete Streets grant the Town receives is that we use Chapter 90 funding so this unanticipated gtant could be utilized in this manner. 3-The Energy Task Forces has requested that the Board of Selectmen approve the revised Mission Statement. Carlisle Energy Task Force (CETF) Proposed Mission Statement 1. Help the Town establish goals and approaches for lowering energy use and expanding the use of renewable energy, with a focus on lowering greenhouse gas emissions. 2. Recommend to the Select Board municipal bylaws and amendments to the bylaws that reduce energy use, and encourage the use and generation of renewable energy. 3. Help Town departments, residents, businesses, and organizations learn about, evaluate, and implement measures to lower energy use, and expand use of renewable energy. 4. Manage the Town's relationship with the Massachusetts Green Communities and other renewable-energy and energy-efficiency programs, including applying for grants, managing the grant projects, and reporting to the grant programs. 5. Track and periodically evaluate community-wide energy use, cost, and associated greenhouse gas emissions. "Community-wide" energy use includes residential, municipal, commercial/organizational, and agricultural uses for both transportation and stationary applications. The Board discussed expanding the proposed mission statement of the Carlisle Energy Task Force to establish a baseline measurement of the Town's current level of greenhouse gas emissions against which progress can be measured and reported on an ongoing basis through the town website. Kate Reid suggested that the Board of Selectmen may want to consider hiring administrative support for the CETF in the future. No action taken pending further discussion at the next Board of Selectmen Meeting scheduled for Tuesday, November 27". 4-Traffic Safety Advisory Committee (ISAC) has requested a Stop sign to be placed at the intersection of Martin Street at Curve Street. On the motion made by Kate Reid and seconded by Alan Lewis, it was VOTED (3-0-1) to install a Stop sign at Martin Street and Curve Street as recommended by the Traffic Safety Advisory Comunittee. (K. Kissinger - abstained from vote).” (Motion: Reid, second: Lewis)
