“7a. Question of approving a Reserve Fund Transfer request from the Commissioner of Public Works, in the amount of $300,000 for the Department of Public Works to initiate time-sensitive design, permitting, and preparatory work necessary for construction of a non-permanent transfer station structure in accordance with DEP permit approvals, and to forward the request to the Advisory Committee for their consideration. The allocation is as follows: From: Reserve fund To: 40004300 524010 prof /tech/services $100,000 40004300 534120 construction supplies $200,000 Commissioner Chute reviewed the request related to the design, permitting, and procurement of a temporary transfer station structure. Background: Structural failure of tipping floor at Newton Street facility. In August 2025, a structural failure of the concrete tipping floor rendered the Town's Transfer Station at 815 Newton Street unsafe and unusable. Engineering evaluations confirmed that the slab and underlying conditions are compromised and cannot safely support daily municipal solid waste operations. The facility is a critical municipal asset that directly affects solid waste costs, service reliability, and long-term operational flexibility. The Town must implement an interim solution while long-term planning is underway. Total project cost: $1.63M (with $1M planned in FY27 CIP). Temporary structure lifespan: Up to 20 years; can be repurposed for other DPW needs. Approved Aye: Bernard Greene, John VanScoyoc, Paul Warren, David Pearlman, Michael Rubenstein.”
