To extend the razor pilot program through November 12 ,2018 and to direct the Natural Resources to come back before the Board with additional information regarding a further proposed study, and that the Board would modify the current regulations to allow this program with no more additional licenses

From the minutes

“Selectperson deRuyter moved to extend the razor pilot program through November 12 ,2018 and to direct the Natural Resources to come back before the Board with additional information regarding a further proposed study, and that the Board would modify the current regulations to allow this program with no more additional licenses ,Selectperson Whitney second .Chair Bingham would like to amend that no new permits be issued at this time ,and that the salt should be measured . The current commercial shell fishing regulations would need to be amended in order for the program to continue .Mary O ' Neil is concerned about the project in the long term future .She favors a study that includes the effects of the program on other species and would like if the Select Board would share the results of the study with the Coastal Committee ,Mike Archer feels that the Brewster program is the most reserved on the Cape and that data collection would be incomplete ifthe program ended as initially proposed .Alex Carlson presented that there are 25 days with a tide that could be fished at until December 30th for the current 5 -6 active shell fishermen .Diane Murphy at the Barnstable County Extension would be a good source for assistance with the study, possibly with neighboring communities .The existing program is located on 10% of the Brewster Flats so it would be very difficult to fish out the Town 's population of Razor Clams .The harvest size is a 5 inches minimum for taking .98 % found of the clams he found this season are keepers .The life span of a razor clam is 8 -10 years, and the maximum catch shows most are at end of life span upon being harvested . If they don't get harvested in next year or two ,they will die naturally .The favored market is a 5 -7 inch maximum .Orleans is seeing a low population in razor clams, with 17 active licensed people fishing that have no catch limit, and who have been doing so over the past 34 years .20,000 lbs .of razor clams were harvested in 2017 from Orleans ,in an area smaller than what Brewster 's current limited location to fish is .They would like to institute rotating areas for harvesting .Peter Hermen would like to see the entire flats to be included in the study with some areas noted as a protection zone .The Board voted 5 -Yes ,0-No.” (Motion: deRuyter, second: Whitney)
