To approve the grant application and sign the letter

From the minutes

“Selectperson Dickson moved to approve the grant application and sign the letter, Selectperson Whitney second .They are still benefiting from the prior SAFER grant that was awarded .It is set to expire in January, but the department will apply to the Federal Government to extend the time until May or June, as there is $ 35 ,000440,000 remaining to offset the cost ofthe employees until that time .After that expires the wages will come from ambulance receipts .There is a line item in the operating budget for the engine pumper leases that they cannot longer use under ambulance revenue account as it is a fire related item . The lease will be paid this year .Ifthey are allowed to keep this amount in the budget as a budget line item, that money could be used towards funding to support employees ' salaries .Selectperson deRuyter feels there is a strong case made for needed additional employees .Funding that could be anticipated should be moved to the ambulance receipt fund in order to make sure these positions will be supported in the future .Chief Moran feels confident that will be funding to support them .The Board voted 4-Yes ,0-No.” (Motion: Dickson, second: Whitney)

Accept the CVEC Round 1 Adder Rate for FY20 at $ . 0025 per kw

Minutes, page 3

ApprovePassed · Unanimous, 4 present

To accept the CVEC Round 1 Adder Rate for FY20 at $ . 0025 per kw

From the minutes

“Selectperson Whitney moved to accept the CVEC Round 1 Adder Rate for FY20 at $ . 0025 per kw, Selectperson Dickson second . Seleetperson deRuyter asked for financial statements and noted the overgrowth at the landfill .The managers are responsible for the maintenance .They are not allowed to cut from April 15 to October 15 due to the Box Turtle habitat .It can be trimmed shorter and the plan could be modified if brought forth from Brewster .There will have to be an application for permission from National Heritage to hand trim during this time period and it would be best for the contractor to mow at the latest possible time allowed in the year .With the plants that are existing at the location being managed in a different way, the Town could work with Chris Miller in the Natural Resources department to prevent overgrowth. There is a new management group in place who have abided by the regulations set forth by the Town of Brewster .The Board voted 4xootYes , O000No . Update and Discussion of Fall Road & Drainaae Prolects Patrick Ellis Paving will take place on Route 137 from Harwich Road to Underpass Road as a maintenance overlay opposed to a full mill and repave project. Phase I will begin in the falh Phase 2 will begin in the spring .There is no formal date but public notice will be made and postcards will be sent to abutters .Sidewalk connectivity could be designed during the winter months and be incorporated in the spring .Selectperson deRuyter asks what drives an overlay as opposed to a full repaving .The overlay will preserve the road and save significant money .This will extend the life of the road at least 20 years .The pavement is inadequate thickness as of now, Selectperson Dickson would like to see some incorporation for a bike lane ,or an area that would function as o f allowed .The dangers of a broken road can impact accessibility for bike riders .The Select Board made policy that anytime a road was redone that the DPW would consult with the Bikeways and other committees a few years back. When looking at Millstone Rd, a 2 ft widening on each side of the road, a 5ft sidewalk and drainage installation costs $ 1 .6 million dollars .This needs to be considered when deciding the magnitude of the repair project. Selectperson deRuyter would like to see that type of project be brought before the Select auuuuwturrp1jlrG 000 0aEW8r ° 61 Brewster, MA 026314898 MIININUIIUN\\\Qa Board for review .The Millstone project has been through its first public hearing and the Bikeways Committee has been consulted .The DPW is developing this project with options for the Board to decide on how to proceed .Selectperson deRuyter complimented Mr. Ellis on his public outreach and communication with the citizens .This project will be brought back before the Select Board in about a month once design and cost analysis is complete .Selectperson Dickson appreciates that the lanes will be narrowed to create space for bikes and calming traffic speed .The drainage issues recently relates to increasing storm intensity .Current drainage is designed for a 25 year events which is 5 . 76 inches of rain in a 24 hour period .Twice over the past year there has been 6 inches of rain over a 3 hour period .The cost of drainage that would handle that is not affordable .The most vulnerable properties are those with walk out basements ,as they are typically the lowest lying area in a neighborhood .This will pose many challenges in the future regarding responsibility and legal issues .The design for the Crosby culvert is grant funded and being finished up .The DPW is working with 2 other departments on projects .The grant awarded to the Natural Resources department for the Drummer Boy pathway improvements is moving forward and the paving will provide more accessibility .The Recreation Department received an accessibility grant, as well as CPC funding, to provide exterior paved pathways for the athletic fields . Update on the Town Administrator Search Consultant The Consultant Search Committee consisted of Mr .Forest, Selectperson Whitney and Former Police Chief Koch ,Community Paradigm Associates was chosen unanimously .All firms were close in terms of cost..” (Motion: Whitney, second: Dickson)
