What it means
This House Ways and Means supplemental budget adds money to the state budget for fiscal year 2026; the committee report lists a total appropriation of $2,347,185,299. Most of the money is for MassHealth fee-for-service payments, and the rest funds items across many state agencies. It also lets some unspent fiscal year 2026 funds carry over into fiscal year 2027, adjusts amounts in the fiscal year 2027 budget, funds pay raises in two collective bargaining agreements, and changes a range of state laws, including business tax rules, workers' compensation coverage, employer pay data reports, school building assistance, alcohol license rules and delivery reporting, disclosure rules for synthetic media in paid election ads, and a ban on constitutional officers using public funds for ads featuring themselves.
